Cambodia’s online scam crackdown seen as key to restoring global trust

PHNOM PENH, Jan 27, 2026 (KPT) – Cambodia’s sweeping crackdown on online scam operations is being framed by analysts as a crucial step toward restoring the country’s reputation, boosting tourism appeal and rebuilding investor confidence.

Socio-economic researcher Chey Tech said online scams are part of a global criminal network linked to human trafficking, torture and financial crimes, with severe reputational consequences for affected countries.

He noted that Cambodia has faced increased scrutiny from the United States, South Korea, Australia, India and Japan, which have issued travel advisories or warned investors.

“The objective is not only law enforcement,” Tech said. “It is about restoring trust in Cambodia’s image, particularly in tourism and investment.”

He acknowledged that some individuals had benefited from renting property or informal activities connected to scam operations, but argued the broader national economic benefit of dismantling the networks far outweighs short-term losses.

Official figures highlight the scale of enforcement: more than 13,000 foreigners from 66 nationalities were deported in 2025. The government reinforced its zero-tolerance stance after the January 6 arrest and transfer of Chinese businessman Chen Zhi, accused of fraud, to Chinese authorities.

Prime Minister Hun Manet now chairs a Special Commission to Combat Technology-Based Fraud. A sub-decree issued January 5 warns officials of dismissal and prosecution if they fail to act or conceal illegal foreign residents.

Recent operations have also seen the deportation of hundreds of foreign nationals, including South Koreans and Myanmar citizens, following coordinated investigations by immigration and police authorities.
