Cambodia, Japan Sign Loan Deal for Water and Energy Infrastructure Projects

PHNOM PENH, Cambodia (Oct. 9, 2025) — Cambodia and Japan have signed a loan agreement for two major infrastructure projects aimed at improving water supply and energy transmission systems across the country.

The Exchange of Notes was signed by Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn and Japanese Ambassador Ueno Atsushi, under Japan’s Official Development Assistance program.

The agreement includes two Japanese yen loans: ¥21.5 billion (approximately $143.5 million) for the Nirodh Water Supply Expansion Project, and ¥22.9 billion (approximately $152.7 million) for Phase 3 of the Phnom Penh City Transmission and Distribution System Expansion Project.

Officials said the funding reflects Japan’s ongoing support for Cambodia’s socio-economic development through long-term infrastructure investment. The projects are expected to enhance public utilities, improve living standards, and contribute to sustainable development.

The assistance also underscores Japan’s commitment to strengthening its Comprehensive Strategic Partnership with Cambodia, according to government representatives.
