Cambodia to Expand Ethics Training, Strengthen Oversight Ahead of Anti-Corruption Day
PHNOM PENH, Cambodia (Dec. 5, 2025) — Prime Minister Samdech Thipadei Hun Manet has directed ministries and public institutions to expand ethics training, strengthen oversight mechanisms, and empower anti-corruption focal points as Cambodia prepares to mark International Anti-Corruption Day on December 9.
In his official message, Samdech Thipadei urged leaders and civil servants to “build clean and ethical administrations” that align with the Royal Government’s governance goals for the Seventh Legislature.

He said the theme of this year’s observance — “Clean Administration Serving the People” — must translate into measurable actions that improve services and reinforce public trust.
The Prime Minister called on officials to prevent conflicts of interest, avoid abuse of power, and ensure accountability through stronger internal controls. He also tasked the National Council Against Corruption and the Anti-Corruption Unit with providing unconditional cooperation to help institutions uphold good governance.
Manet reaffirmed that the government’s Five Approaches — “Reflect, Clean, Purify, Heal, and Reform” — represent an unwavering commitment to fighting corruption and advancing institutional performance.
