Cambodia approves draft law targeting technology-based fraud

PHNOM PENH, March 14, 2026 (KPT) – Cambodia’s cabinet has approved a draft law aimed at tackling technology-based fraud, in a move the government says will strengthen its fight against online scams and bolster international cooperation.
The legislation, endorsed during a meeting chaired by Prime Minister Hun Manet at the Peace Palace on Friday, contains five chapters and 24 articles. Officials said it was developed in line with national laws and international standards to address the growing threat of digital fraud.
The draft law introduces new criminal measures against scams carried out through online platforms, including schemes that trick victims into transferring assets or investing in fake projects, as well as fraudulent sales and services.
It establishes five new offences: technology-based fraud, operating scam centres, recruiting or training participants, collecting personal data with malicious intent, and related money-laundering activities.
Special criminal procedures are also outlined, including detention limits, asset freezes and confiscations, and provisions for sentence exemptions or reductions. The law seeks to enhance cooperation against cross-border fraud networks.
Samdech Thipadei Hun Manet told the meeting that technology-based fraud had become a regional and global challenge, damaging Cambodia’s reputation. He said the government’s campaign was not symbolic but a genuine effort to eliminate scams and protect socio-economic stability.
The prime minister also instructed ministries and local authorities to continue supporting refugees, stressing that temporary shelter does not compromise Cambodia’s territorial claims.
He further directed the foreign ministry to monitor the safety of Cambodian citizens and students in the Middle East, maintaining contact and preparing assistance if needed.
